Directorate

The Directorate is the executive leadership and central administration of the Christian Medical College Vellore. It consists of the Director (full-time), Associate and Deputy Directors, each of whom have specific portfolios and contribute part-time to administrative work, in addition to their clinical responsibilities. The team is assisted by administrative staff. There are several distinct arms such as the Public Relations Office, the Development Office, the Missions Department, the Quality Management Cell and the Legal Cell that come under the umbrella of the Directorate.
 The Directorate is also responsible for the conduct of administrative meetings such as the Administrative Committee (AC) and Administrative Officers’ (AO) meetings. Senior administrators and officers from both the hospital and educational arms participate in these meetings.

Director 
The Director is the highest executive officer, with overall responsibility for leadership of the hospital, the Medical College, the College of Nursing and the Allied Health Services. He or she is also the key link between the CMC Vellore Council, its Executive Committee and the administration and staff of the hospital. The Director meets regularly with the Administrative Officers: Council Secretary, Treasurer, Principal (Medical College), Dean (College of Nursing) and the Associate Directors. The Director is also the chair of the Administrative Committee which meets weekly to decide matters of policy, finance and administration. The Director, Associates and Deputies are assisted by an Administrator and a team of other officers and secretaries.
As ‘chief executive’, the Director not only leads the institution, but also has a key role in representing CMC Vellore to the outside world – for example to State and National government officials, the Vellore Corporation and local community leaders, healthcare and educational regulatory bodies and institutions, to stakeholders and supporters around the world and to national and international bodies with whom CMC collaborates and engages. This includes sitting on the boards of a number of other linked institutions such as the Christian Medical College Ludhiana. The Director is a Trustee of the CMC Vellore Association, and plays an active part in the meetings of the Council and its sub committees. Another important role of the Director is to be present for the inauguration of many conferences and internal functions, for example the dedication of new facilities or equipment, and department meetings.

Deputy Directors
• Gifts and Grants – Relationships with international supporter groups (Friends of Vellore etc). Applications for major grants (e.g. from USAID, ASHA). Overall responsibility for the Development Office which seeks to raise funds for the charitable work of the institution.
• Housing – policies and plans for staff housing. Allocation of staff to houses according to rules and preferences.
• Promotions and PTP – Internal and external publications to spread awareness, understanding and interest in CMC’s work. For example, the weekly Newsline, the annual Year Book and the Facts and Figures report. 
• Quality & Safety – The Quality Management Cell works to improve service quality across the institution and in particular to co-ordinate the work of maintaining/enhancing standards in accordance with accreditation under the NABH. The Safety Cell seeks to identify and rectify all issues and risks that compromise the safety of patients, visitors, staff and students in the institution’s premises. Both Quality Management and Safety Cells operate through a council of departmental representatives.

Unlike almost every other big private or public organisation, the Director of CMC, in common with all other administrative positions in CMC, does not receive any additional financial remuneration from being Director. He or she continues to be paid according to the scale they were on when taking up the post.
The Director is appointed for a 5-year term only. After this time they will step back into their previous department and someone else will take over. The other administrative posts are four year terms. The Director is a full time post, but the Associate and Deputy Directors are only part time appointments, and continue with their existing departmental responsibilities.
The Council Chairman, the Director, the Council Secretary, and the Treasurer are the four trustees of the CMC Vellore Association. This means that all the institution’s property is vested in them. As trustees they hold the property and funds on behalf of the institution and its beneficiaries, so they cannot benefit personally from either the position they hold or the assets they “own”. Offices under the Directorate Council Office 
The Council Office, headed by the Council Secretary is responsible for organizing the meetings of the CMC Vellore Association and the Council, which is the governing body of CMC. The Secretary also organizes the meetings of all the Council Committees such as the Executive Committee which meets several times between each meeting of the Council.

Public Relations Office
The Public Relations Officer is responsible for managing CMC’s relationships with the media, with civic and state officials and with VIP visitors to the hospital.

Development Office 
The Development Office, established in 2007, aims to help CMC raise extra resources to increase its capacity to provide high quality care and education, particularly to the poor and marginalised. We do this through building friendships with all who are interested in the work of CMC, in India and abroad, and giving them opportunities to support us in ways appropriate to them. We want to provide all our visitors and patients with good information about the charitable work of CMC, and how to support it, particularly to encourage them to join the Friends of CMC Vellore network.
Friends of CMC Vellore is an international network of people who want to stay in touch with CMC and to support us through prayer, telling others about CMC, and helping us raise resources. There is no membership fee and no obligation to donate. Send us your name and address by email or post and we will tell you more. Helping Poor Patients
We have a dream that CMC should never have to turn anyone away because they cannot afford to pay for their healthcare. In hundreds of cases every day the cost of healthcare is too much for their fragile family budget, and they have to borrow money or simply can’t afford to pay. The scale of the problem in India is immense, and we can only scratch the surface ourselves. However, each time we help one person we make a difference; every time someone trained at CMC serves a needy patient we have achieved something worthwhile. We are part of a much larger movement of government and health carers all seeking to ensure that everyone in India has access to affordable quality healthcare.
We organise fundraising events, such as concerts and marathons to benefit poor patients. 
•  The Person to Person Fund (PTP) gives small grants to needy patients to help pay for their treatment at CMC. This fund helps about 3,000 people every year.
•  The Centenary Endowment Fund provides large grants of up to Rs. 2 lakhs to help pay for life saving treatment, especially advanced surgical operations, it also helps in cases where unexpected complications mean a significant increase in costs to the patient and their family.
•  The Development Office Emergency Fund provides grants of up to Rs.1 lakh for deserving patients requiring urgent treatment where other sources are insufficient or may take too long to come. We are able to help about 100 people a year in this way. The fund depends entirely on voluntary donations.

Development Projects
CMC has a number of major building projects for which we are seeking funding. These include huge new campus projects at Kannigapuram and in the Chittoor District of Andhra Pradesh. We work with CMC Departments seeking funding for specific projects and needs. These include new equipment and facilities, and the development of new initiatives in patient care, education and research. We are eager to develop relationships with companies, grant giving trusts and other organisations, as well as helping departments at CMC draw up good projects.
International Visitors
We work with the Director’s Office and the Principal to help welcome visitors to CMC from abroad. Students come to CMC for elective placements, health care professionals come for research collaborations, observerships or as part of their postgraduate programmes, many people wish to come here as volunteers. On the first Monday of every month we host an international evening aimed at guests from abroad (8pm in the Senate Hall), and we are always happy to assist visitors in any way that we can. Legal Cell
The Legal Cell, headed by the Sr. Legal Consultant, provides advice to the administrators of the hospital on any legal issue, assists any doctors or staff subject to litigation as a result of performing their duties, and organises the institution’s response to criminal and civil court cases. 
Examples of the Cell’s regular work include:
•  Employment matters, grievances and staff disciplinary issues•  Checking of legal documents and agreements prior to approval and signature
•   Advising the administration and assisting with conveyance of property
•   Advising on the appointment of appropriate legal practitioners to represent CMC before various judicial authorities and preparing correct documents to be filed before the Courts•   Monitoring the stages of all cases and taking remedial measures for the interests of CMC
•   Advising medical staff and officers of the institution regarding cases brought against them under the Consumer Act or for medical negligence, and organising appropriate representation in court.
